USA: Cesar and Norelia released from detention

On April 25, 2025, Cesar and Norelia were released from immigration detention after a judge granted their habeas petition. Just days later, they were reunited with their children.

In a groundbreaking ruling, the judge found that the government failed to provide the evidence needed to label them as “alien enemies.” This was the first decision of its kind since the Supreme Court’s ruling on the use of the Alien Enemies Act (AEA).

The judge also issued a district-wide order requiring the government to give anyone detained under the AEA in the Western District of Texas a 21-day notice of their rights—in a language they can understand.

This is a major victory for Cesar, Norelia, and others facing detention under the AEA in that region.
